I was charged $24. from Pay Pal, to transfer $100. from my checking account, to my Pay Pal account. Is this something new?

Are you sure you were adding money from bank account to PayPal and not instant transferring funds from PayPal balance to bank account or card or it was mistaken for something else? Did you have a negative balance?

Here is when PayPal charges fees:
