Would I be charged to send some money to a friends bank account. We are both in the UK 

how shoukd I do this to not be charged by PayPal

You can't send to his bank account, you can only send to his paypal account and then he can withdraw to his bank account.

If you select the 'friends / family' option and fund the payment from your bank account or funds already in your paypal balance then there should be no fee.

Any fees always show before you click to pay so you would always know.
