Charged “Express” fees No Express

So I just transferred $100 and was charged 10% for an agreed upon 30 minute rush, 2.5 days later I’m still not seeing the transfer in my bank account. Feel a little jipped by PayPal as it’s happened every time I choose the “Express” option, shouldn’t they be responsible for knowing if my bank is capable of an express transfer before charging me?
