Changing from a business account to a personal

I used to have a blog through which I received the odd donation and money from advertising. My account has been frozen because PayPal wants more information, like my business number. I don't have a business number. I recently moved and don't have the necessary documents to prove I live at the new address. Someone tried to send me money through PayPal and couldn't, I have $100 sitting in WordAds that can't get deposited. What can I do? Can I switch to a personal PayPal account? And how would I do that?
