Changing from a business account to a personal account

So, basically, I changed my personal account to business account but I don't need it anymore, I tried to send a message to support several times because I can't change it myself, but I didn't get any response from them, I tried to close the account but I have $0,03 on PayPal Wallet and if someone pays me the minimum amount of money so I can withdraw money to the card, PayPal will charge me $30 to maintain a business account if I am well versed in the whole story. So I wonder if this is some kind of joke on their part or are they just really so rude as not to move a finger when someone needs help?

 There is no automatic way to downgrade a business account to a personal account, you have to contact customer services and they will do that for you.

Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.

OR
You could just close your business account (removing all subscriptions / financial info etc first) and open a personal one.
