Changing dollars to pounds

Will PayPal change my US dollars into pounds when I purchase something on the internet?

When you pay your seller will either invoice you in sterling OR you pay the website in that currency.

If you want to use funds in your paypal balance then you would have to convert them first BUT if you are using a linked bank account or credit card then paypal will convert them for you.
