PayPal frequently sends me changes to our 'Agreement'. I can only opt-out by canceling my account. What part of the term 'Agreement' does PayPal not comprehend. An agreement is between two or more parties. It is only valid if both parties 'agree'. One would think that would be intuitively obvious.

Exactly, its an agreement when both parties agree, if one party doesn't then they can close their account.
Advice is voluntary.
