Cash cards to transfer funds from U.S. to Thailand

I'm new to PayPal and don't have an account.  I will need my own account and that of my friend in Thailand.  How does my friend get a card to withdrawal

currency in Thailand that I send to his account.

I opened my paypal account 4-5 years but never entered completed the linking.  I now want to finish the linking but don't know  the amount of money they sent so I can enter to complete the link.. How can I do this now.  I tried to have them send another amount of money to enter about 8 days ago but nothing has been sent to my checking---HELP
