If you want to to send funds with your PayPal account, you can use your PayPal Extras card as the source for those funds.
You can obtain a cash advance from your Extras card by calling the number on the back of your card, and asking to set up a pin number to withdraw cash at an atm.
As for transferring cash into your PayPal account from your own cards; PayPal request that users do not use the service to obtain cash advances from themselves.
