I have always sent money to friends via PayPal with my credit card. PayPal charges a small fee for this. This week I got a notice when doing so I would be charged a cash advance fee. Is this legit? Is this something my CC is doing or PayPal is charging?

It is not supposed to. I've tried calling no answer. I've tried online support an they keep posting they don't do that. The only way around is to send it as goods an service an you don't get it pulled as cash advance. I also contacted the better business bureau. I suggest you do the same.
