Cannot change the PayPal account used for eBay reimbursement

As the title suggests, I'm trying to change the PayPal account being used on my eBay account for the "reimbursement payment method" as I was advised to do this by eBay.

 

The trouble lies in that once I log into my PayPal account using the link, I get to the "review your information" page, which looks like I should have to accept or confirm my agreement, however it's like the page has stopped loading fully and there's no button for me to click on. The bottom of the page is cut off etc.

 

I've tried multiple devices, browsers, mobile data, home wifi, work wifi and all have the same results. Has anyone had an issue with this before?
