Can you apply for PPP Loan with Paypal if you do not have a PayPal account?

Can you apply for PPP Loan with Paypal if you do not have a PayPal account?   It seems the application allows anyone to fill it out and submit it without requiring any PayPal credentials.  Are they processing applications from non-PayPal applicants?
