Can't Receive Payment Or Ungrade

Hello guys, I can't seem to receive payment on PayPal. And I tried to upgrade to premier or business account but I can't find the option in the settings. What is the problem?

The option to 'receive' paypal payments is sadly not available in your country.
You can only 'send' payments for purchases.

Me too can't receive payment. This is what appears when a person tries to send a payment: "The recipient accepts PayPal payments only through their website. To complete this payment, please go to their website and follow their instructions, or email the recipient for instructions."
