Hi,I'm currently living in Rwanda and i have been using PayPal sometimes and i want to help my friend to open PayPal account but every time we hit submit our information we get notifications on top says that" we can not send you verification code right now please try again later " i have been trying several times and i changed different network and different phone or laptop but it keep send me same note .please help me.thank you
