I once placed an order through PayPal, from a print on demand service that I use called Printful, before the order was fulfilled I had cancelled the order and had received a full refund from Printful which was refunded directly to my PayPal account. If I can receive a full refund from Printful via my PayPal account how is it that when conducting an eCommerce transaction users of PayPal in Papua New Guinea cannot receive transactions?
How is this any different from receiving a full refund and receiving money from other PayPal users in Papua New Guinea?
