Can I block someone?

Someone is making frequent money requests. How can I block them?

The only thing that i can think of is to change your primary email address and then remove the old one so that they don't know and can't pay to the new one?

Unfortunately this does not work. I changed emails as you suggested but the person's request still found my account

Did you remove the old email address from your paypal account after you added the new one as advised?

yes i did. apparently a money request can reach the account even through an obsolete email address which is no longer in use.
