Hello! I am intending to buy 2 tickets for a concert from a person whom I found on twitter. I talked to them for the past days and they seem legit, plus they are also okay to paying through paypal goods and services, but I want to know in case something happens and the tickets are not sent to me or I get scammed, can I get my money back?? And if yes how exactly?

There is no yes or no answer, you really need to go and read up on the section for buyer protection in paypals user agreement so that you can risk assess your transactions.
