I want to buy some concert tickets, the person said I can use paypal but I don’t want to get scammed they said that the way pay pal works is that I send me the money. Then they send me the tickets & that they don't actually receive that money until I confirm that I received my tickets. Since I have no idea how PayPal works I was wondering if this is true

Paypal does not provide an escrow service so they are mistaken.
I hope you are not paying using the friends / family option as you would have 0 paypal buyer protection.
As for safety you need to read up on the MANY factors all listed in Paypals buyer protection policy for you to read so you can risk assess your transactions.
Legal (bottom right of Paypals pages) > user agreement > buyer protection.
Advice is voluntary.
