Buyer sending courier, am I protected?

This buyer won a collection only item. I'm kicking myself for not stating "collection in person" as first they said a friend would collect, paying cash on Saturday. Then, as soon as they had the address last night, the payment was made via PayPal. This morning a WhatsApp call came in from Lithuania. When I didn't answer, a UK number called and asked to collect in 1 hour. He also said he was taking the item to Lithuania for his customer. The buyer has now verified his number so I know they are at least connected. Now I know I'm stuck a bit as my listing didn't state collection in person or cash on collection - I'll know better next time. But am I covered by PayPal to go ahead on this basis? I want this item gone, but I am doubtful this is a safe way. Can you help me know whether to cancel or go ahead?

Refund and request cash on collection.
You will lose your paypal fee but won't risk a dispute or chargeback.
Advice is voluntary.
