Buyer protection from dealing with small supplier

I am starting a small garment business, I have contacted a small supplier in Pakistan, and agreed upon all issues, and now I would like to know how to insure my self against fraud or bad quality

Paypal is not supported in Pakistan.

If they are trying to use another countries paypal account then at any time it may be limited and your funds frozen and you would have to open a dispute to get them back again.
