I may be sending someone close to $1000 dollars for an item being sold very far away from me. Usually on letgo people meet up and do transactions in public but this item is pretty rare and well priced. I was just wondering if I issued money to his paypal account and he winds up scamming me will I be protected and be able to get my money back?

That depends on 'many' factors all listed in Paypals buyer protection policy for you to read and then you can risk assess your own transactions.
