I just used the PayPal business app to send an invoice for services rendered; when I got paid, the fee was nearly 5%. Should I/could I have used a personal account instead? If so, how do I fix this?

You pay fees to accept payments from buyers regardless of what account type you have.
You have a business account if you are a registered business / high volume seller or paypal requests you upgrade, it gives you more option and lower fees AFTER you have met their requirements for volume sales.
The only time the recipient does not pay a fee is if someone sends payment via the friends / family option but its against paypal rules to use that option for selling and would lead to your account being suspended as paypal do random checks on those. You would also have 0 seller protection in the event of a chargeback or unauthorised transaction claim.
Advice is voluntary.
