Balance - Available vs. on hold

Dear all,
just a quick question. When I access to the home page I can see the summary of the available money and the amount of the money on hold.
I would like to know if the total money in my Paypal account is the sum of the available money and the money on hold, or does the money on hold represent a portion already accounted in the available money?
If, for example, the available money is 70 and the money on hold is 30, the total amount would be 100 (available + on hold) or 40 (available net of on hold)?
