BROWSER PROBLEM paypal ask for an update and blocked my accoutn,....:(

dear friends, paypal is blocking my account, when try to send money this is what appears, but my google chrome is updated....

what do you think?

I am not an expert but try this.

E. Manually enable TLS 1.2 on your computer browsers (if necessary)

Chrome

1. Click Customize on the right end in the menu bar.
2. Click Settings.
3. Click Advanced at the bottom of the page.
4. 
5. Select Open proxy settings under "System."
6. Click the Advanced tab.
7. Scroll to "Security" and select "Use TLS 1.2."
8. Click OK.
9. Close and restart Chrome.
