My credit card added "processing charges" to my use of PayPal to send money to my niece. Is this common with all credit card uses on PayPay or am I just lucky to be using BofA as my cc.

Friends/family payments are only free if funded from a bank account or funds in your balance, if you use a credit card then you pay a fee.
