Are there fees if I pay an employee or contractor with PayPal?

I currently use Zelle to pay people that work for me. I am able to use it through my bank, and there are no fees. However, I want to change banks, and want to find another way to pay these people instantly without fees. Can this be done with PayPal or would the employee have to pay a fee?

If you pay someone for goods and services though PayPal, there is a fee of 2.9% plus $0.30 charged on the recipient.
