Are non-profit transaction fees different when using bank account vs. credit card?

I have seen the following information about PayPal fees for non-profits:

The standard rate for a PayPal nonprofit business account is 2.9% + $0.30 per domestic transaction

Is this the same fee if one donor uses their credit card and another pays from bank account?
