someone has set up an account using my business checking account. clearly it's fraud. I tried calling customer service and was disconnected by them twice. I have now been on hold for 15 minutes. by setting up the account, PayPal is aiding and abetting fraud, but there doesn't appear to be any way to reach a human being.

One trick I've found that works quite often, in many places, is to keep hitting zero after every menu-choice it gives you. It will tell you "not a valid response" a few times, but soon it will give up & connect you to a live human person!
I've found a website that's invaluable for this very issue... "Get A Human On The Line"... google it, go there, then search "PayPal."
I just checked, & it has a full page & many links for PP. One of the things it tells you is my Zero trick.
