Am I paying a fee on the buyers tax?

I sold an item on E-bay for $12.99 and E-bay collected a .78 tax. On the PayPal side, I got $12.99 minus the Paypal fee of 2.9% + .30 on (not the $12.99), but the $13.77 and ended up with $12.29. So why I am paying a Paypal fee on the tax that is supposed to be paid by the Ebay Buyer?

I was going to ask PayPal the same question but judging from my previous experiences with the "customer service" I decided not to waste my time. But if enough people complain MAYBE something will change...........like eBay paying the fee and then charging us higher fee on their end. It may not seem like much but it does add up. Any suggestions? Is there something else we can use to process our payments on eBay?
