After 10 days, can I guarantee a refund?

Hello . I'm interested about paypal. I want to buy one service on Instagram. speak will do within 10 days. If something goes wrong Paypal will refund in 10 days if I write a complaint or can a person already withdraw money?

Or how to protect yourself? to be 100% sure that I will return the money if something goes wrong?

However, I can confirm that you can file an Item Not Received dispute / claim if you did not receive a service.
