Ok so i am buying an account for a game called fortnite and its on ebay and list for 130 pounds just wondering if i bought the account and recieved the account but they changed the initial password and email they were suppost to provide what could paypal do about this situation if i payed through this method?

Depends on if the buyer raises an Ebay or Paypal dispute.

You need to read up on seller protection on both sites but basically you are covered for non receipt of item but NOT covered for item received but not as described.

HOWEVER if you want to risk it then make sure you fund that paypal payment via a credit card so that you have an extra level of protection as your card company has the ability to chargeback outside of ebay and paypal sites.
