Account perm limited for no reason

Its been like 2 years my account has been limited.
I made a new account and I want to transfer my funds to my limited account to my new account.
I don't know why I'm limited, I think I switched my vpn on or it's because I chargebacked.
If any moderator at paypal can un-limit my account or transfer my funds thank you.
I'm not transfering to my bank or anything.

If you are limited then you are not allowed to open another paypal account or that one may be limited as well.
Your best bet is to contact customer services to resolve things.
Advice is voluntary.
