Account limited

Hi, I recently sold an ebay item as an first time seller and ebay have held my funds on hold and limited my paypal account, I dispatched the item via Royal Mail and had an tracking number. I communicated with the seller ensuring them of what is going on and waited a few days to receive the payment then ship the item, I didnt receive the payment as of yet so decided to ship the item and thought maybe paypal will give me the funds. The buyer has received the item as the tracking number displays parcel signed via electronically. What will happen now I want my money.

Are the funds showing in your paypal balance but on hold or not in your balance at all?

If they are showing but on hold then read the link.
