I cannot reply to any message in the message center due to a 403 forbidden error from PayPal's server. This has been reproduced on multiple devices and is not a clientside issue.
Additionally, any text that was entered is lost when submit. This is horrendous UX.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
