$40 Fees charged for sending money to a friend overseas when PayPal promised it was free

Does anyone know why PayPal claim that sending money to family or friends is FREE but then goes ahead and put a fee of
$40 onto my credit card transaction anyway?

Family/friend is only free if funded via funds already in your paypal balance OR bank account.
If you use a credit card then you still pay the fee.
Advice is voluntary.
