3rd party site cannot confirm activation of PP acct.

Newbie here. PS so there's no confusion I am actually Canadian Living in Thailand.

I am trying to register with a 3rd party site that requires paypal email account -Done.

However it says that paypal has not activated my account using this e-mail. 

Q. Is there a usual waiting time for activation or is something else maybe amiss.
