I wanted to use PayPal to purchase services in Malaysia. It costs RM100. Merchant asks for RM30 more for fees. The are doing so to discourage me.using PayPal. Is that extortion?

Surcharges or any other verbiage suggesting an additional fee for accepting PayPal as a payment option is not allowed. You may report the merchant to aupviolations@paypal.com.
