My daughter sent me Christmas money, PP to PP direct transfer. Why was I charged 3.2% when I have never been charged for her transfer before?? It was only $100. Exactly as any time before

Its down to how the payment was SENT to your account.
1. If they sent using money > goods / services option then paypal would see you as a seller and would also charge you a fee.
2. If they had sent using the send money > family / friends option then you would have had the payment instantly with no fee. (However that option is not available in every country).
Advice is voluntary.
Kudos / Solution appreciated.

Thank you. My daughter has always used her PP business account to tx and receive personal monies with me and never a fee.
Perhaps PP is now viewing it differently.
