Its down to how the payment was SENT to their account from yours.
1. If you sent using money > goods / services option then paypal would see them as sellers and would charge a fee.
2. If you had sent using the send money > family / friends option then there would be no fee for the receiver BUT you may pay a fee if you used a card to fund that payment (free from bank account or balance).
