That's really terrible to hear! Thank you for working to make a report about that. Please click Legal at the bottom of any PayPal page, and follow the link to the Acceptable Use Policy. There are instructions for reporting violations of the policy there. Alternatively, you can click Help & Contact and click to contact customer service, and either call or email customer service that way.
