I see PayPal will send out a Form 1099-K if you exceed $20,000 in sales and exceed 200 items. Question does the $20,000 including shipping costs I've paid using PayPal or only gross sales?

The $20,000 aount that the system checks are only the payments you received for goods or services. This does not include payments you sent out.
