Why is Paypal charging me extra?

I sold a camera for $500 after the fees it comes to 477.70 WTF I thought the fee was %2.9 +$.30. Why is Paypal charging me an extra $7.50???

The PayPal account that sent you money is non-US account and the rate is 4.4% + 30 cents for cross-border accounts.
