Transfer fees

I had a customer pay me $1022 from a paypay invoice. However, Paypal only shows my transferrable balance as $992.06? I'm new here so please excuse my ignorance. Why the difference? Is there a transfer fee?

Well yes you pay a fee to use paypal for selling, thats how they fund the services and have the money to pay their staff every month.

Fees are in paypals user agreement for your country.
