Transaction fee charged 5,4% instead of 3,4%?

Hello,

Can anyone help me with the transaction fees charged by Paypal. I thougth they were 3,4% + 0,35, but instead I get charged 5,4% +0,35. Why? This is a huge problem because now I have a loss on my sales and have to charge future customers more.
