When I tried to open a new paypal account for my friend the phone number and city all present to use e.g +1. How can I change it.

Welcome to the community forum and thanks for posting.

It sounds like you were trying to open a PayPal account in the US or Canada as +1 is a country code of these countries. If you're creating a PayPal account in another country, just go to www.paypal.com and click the flag in the bottom right corner to select your country.  After that, click on ‘Sign Up’ in the upper right hand corner, selecting a Personal or Business account and then following the prompts to create an account.
