Depends how you sent the money, if you sent using goods/services then you would have buyer protection and could open a dispute for non receipt of item.
If you sent using friends/family then you negated any buyer protection and your only hope would be if you funded that paypal payment via a credit card and they can help you but they may decline as well as it was not sent as a purchase.
