Why do I have to resubmit all my personal details after nearly a decade of using PayPal? Who in the real world still uses paper utility bills? And yes I have gone to the Resolution Centre through the web and not via a link.

Because legal requirements change on a daily basis and paypal are legally obliged to confirm i.d. of their users.
You don't need to have a paper utility bill, just print or upload one from the net.
Advice is voluntary.
