Problem accessing non profit account after departure of key employee

PayPal doesn't even respond to our questions, won't talk to us unless the person who left the non-profit gives access. Which, of course, he refuses to do. This must happen from time to time, we can't be the first to have this issue. I can't find who at Paypal, or how to contact them, to help us gain access to the account with departed employee's credentials. Any guidance out there in PayPal land?
