PayPal uses high exchange rate to deduct money and low exchange rate to refund??

I used PayPal to enter a raffle on a Japanese website, and the money(331cad) was hold on the PayPal account. I wasn't in and PayPal should refund me but I only got 302cad back. They used a very high exchange rate when I pay and used a very low exchange rate to refund me. I am really confused...they use this method to make profit???? They don't think the users can see their own exchange rate anyway so they can change their own exchange rate anytime to make sure they are profit?? May I ask does anyone can solve my problem?
