Issuing refunds due to incorrect shipping infomation - why am I responsible for this fee?

I had a customer who did not have the correct shipping information on their account at time of order and I was not able to change the address due to a country change required. I issued a full refund and now I find out i have to eat the cost of the transaction fee. Even if this person was to send me the fee difference via paypay they would again take another fee from that transaction.
I should have been allowed to change the shipping information at a minimum.

If the buyer was happy to pay the fee due to it being their mistake then they could send the fee part only via friends/family.
Advice is voluntary.
